This way, you don't have to cut or modify the frame. The Pre-Drilled version features drilled holes in the mudguard for a more traditional, sturdy mounting to the frame (usually with zip ties, hose clamps, etc.). The Blank version does not provide mounting holes, only the essential cutouts for the exhaust hanger\/stock mudguard brackets.
